Statement by the President on Hajj and Eid-ul-Adha, as provided by the White House
Michelle and I would like to send our best wishes to all those performing Hajj this year, and to Muslims in America and around the world who are celebrating Eid-ul-Adha. The rituals of Hajj and Eid-ul-Adha both serve as reminders of the shared Abrahamic roots of three of the world’s major religions.

Navy SEALs Face Assault Charges for Capturing Most-Wanted Terrorist

Navy SEALs have secretly captured one of the most wanted terrorists in Iraq — the alleged mastermind of the murder and mutilation of four Blackwater USA security guards in Fallujah in 2004. And three of the SEALs who captured him are now facing criminal charges, sources told FoxNews.com.
The three, all members of the Navy’s elite commando unit, have refused non-judicial punishment — called an admiral’s mast — and have requested a trial by court-martial.
Ahmed Hashim Abed, whom the military code-named “Objective Amber,” told investigators he was punched by his captors — and he had the bloody lip to prove it. (You gotta be KIDDING ME!!)
Now, instead of being lauded for bringing to justice a high-value target, three of the SEAL commandos, all enlisted, face assault charges and have retained lawyers.
Matthew McCabe, a Special Operations Petty Officer Second Class (SO-2), is facing three charges: dereliction of performance of duty for willfully failing to safeguard a detainee, making a false official statement, and assault.
Petty Officer Jonathan Keefe, SO-2, is facing charges of dereliction of performance of duty and making a false official statement.
Petty Officer Julio Huertas, SO-1, faces those same charges and an additional charge of impediment of an investigation.
The three SEALs will be arraigned separately on Dec. 7. Another three SEALs — two officers and an enlisted sailor — have been identified by investigators as witnesses but have not been charged.
FoxNews.com obtained the official handwritten statement from one of the three witnesses given on Sept. 3, hours after Abed was captured and still being held at the SEAL base at Camp Baharia. He was later taken to a cell in the U.S.-operated Green Zone in Baghdad.
The SEAL told investigators he had showered after the mission, gone to the kitchen and then decided to look in on the detainee.
“I gave the detainee a glance over and then left,” the SEAL wrote. “I did not notice anything wrong with the detainee and he appeared in good health.”
Lt. Col. Holly Silkman, spokeswoman for the special operations component of U.S. Central Command, confirmed Tuesday to FoxNews.com that three SEALs have been charged in connection with the capture of a detainee. She said their court martial is scheduled for January.
United States Central Command declined to discuss the detainee, but a legal source told FoxNews.com that the detainee was turned over to Iraqi authorities, to whom he made the abuse complaints. He was then returned to American custody. The SEAL leader reported the charge up the chain of command, and an investigation ensued.
The source said intelligence briefings provided to the SEALs stated that “Objective Amber” planned the 2004 Fallujah ambush, and “they had been tracking this guy for some time.”
The Fallujah atrocity came to symbolize the brutality of the enemy in Iraq and the degree to which a homegrown insurgency was extending its grip over Iraq.
The four Blackwater agents were transporting supplies for a catering company when they were ambushed and killed by gunfire and grenades. Insurgents burned the bodies and dragged them through the city. They hanged two of the bodies on a bridge over the Euphrates River for the world press to photograph.
Intelligence sources identified Abed as the ringleader, but he had evaded capture until September.
The military is sensitive to charges of detainee abuse highlighted in the Abu Ghraib prison scandal. The Navy charged four SEALs with abuse in 2004 in connection with detainee treatment.

MoveOn.Org ATTACK their own!!!
MoveOn.org is sending out emails today seeking more contributions for its campaign to defeat any Democratic senator who does not fully support Obamacare. Yesterday the left-wing activist group asked members to contribute “to a primary challenge against any Democratic senator who helps Republicans block an up-or-down vote on health care reform.” Today, MoveOn reports that it has received $2 million in pledges in less than 24 hours. “It’s a clear sign of how angry progressives would be at any Democrat who helps filibuster reform,” MoveOn executive director Justin Ruben writes in the new email.
“The larger the war chest we can offer a potential challenger, the stronger the signal we’ll send to conservative Democrats,” Ruben continues. “So we’re setting a huge new goal: $3 million in total pledges by the end of the week. That’s plenty to launch a serious primary challenge.”

MoveOn.org is launching a round of TV ads this week targeting Democratic House members who voted against the health care bill over the weekend.
Thirty-nine Democrats voted against the bill, though MoveOn is starting by targeting only six fiscally conservative “Blue Dog” Democrats: Rep. Mike Ross, R-Ala.; Rep. Jason Atlmire, D-Pa.; Rep. Glenn Nye, D-Va.; Rep. Rick Boucher, D-Va.; Rep. Larry Kissell, D-N.C..; and Rep. Heath Shuler, D-N.C.
All but Ross and Boucher are either in their first or second terms in the House. A spokesman for the group said MoveOn plans to spend $500,000 on the ads, which come as liberals seek to pressure moderate Democrats in the Senate to support President Obama in his quest for health care reform.
“This weekend representatives had a critical choice to make,” Justin Ruben, MoveOn.org’s executive director, said in a statement. “They either stood up and took a historic vote to fix the health care crisis, or they stood with the vast majority of Republicans and the insurance industry to vote for the status quo.”

I have heard the term “Global Warming” for many years now and I, like many other Americans, believed in those that were ‘experts’ in the field. However, this recent claim that Antarctica is warming because of Man-Kind, has GOT to be about the BIGGEST HOAX I’ve heard of! As the photo above CLEARLY shows, there is a mountain range which separates the East from the West. GUESS WHAT?
The red area is RED because of Volcanic activity. Yes, that hot molten lava melts ice and heats up the atmosphere. Yes folks, Antarctica, the coldest place on Earth, is also home to volcanic fire. Looming above the frigid sea is Mount Erebus, a volcano that has erupted frequently over the last 200 years. The volcano is located beneath the West Antarctic ice sheet in the Hudson Mountains at latitude 74.6°South, longitude 97°West.
Volcanoes are an important component of the Antarctic region.
They formed in diverse tectonic settings, mainly as a result of mantle plumes acting on the stationary Antarctic plate. The region also includes amongst the world’s best examples of a long-lived continental margin arc (Antarctic Peninsula), a very young marginal basin (Bransfield Strait) and an oceanic island arc (South Sandwich Islands).
Many extinct volcanoes are very well preserved and others are still active (e.g. Deception Island, Mount Erebus, and the South Sandwich Islands). The measures being proposed to meet what President Obama last week called the need to “roll back the specter of a warming planet” threaten to land us with the most colossal bill mankind has ever faced. (Does Obama plan to STOP Volcanoes now?) It might therefore seem peculiarly important that we can trust the science on which all the alarm over global warming is based, But nothing has been more disconcerting in this respect than the methods used by promoters of the warming cause over the years to plug some of the glaring holes in their scientific argument.
Another example last week was the much-publicized claim, contradicting all previous evidence, that Antarctica, the world’s coldest continent, is in fact warming up, Antarctica has long been a major embarrassment to the warmists. Al Gore and co may have wanted to scare us that the continent which contains 90 per cent of all the ice on the planet is heating up, because that would be the source of all the melt water which they claim will raise sea levels by 20 feet. However, to provide all their pictures of ice-shelves “the size of Texas” calving off into the sea, they have had to draw on one tiny region of the continent, the Antarctic Peninsula – the only part that has been warming.
The vast mass of Antarctica, all satellite evidence has shown, has been getting colder over the past 30 years. Last year’s sea-ice cover was 30 per cent above average. So it predictably made headlines across the world last week when a new study, from a team led by Professor Eric Steig, claimed to prove that the Antarctic has been heating up after all. As on similar occasions in the past, all the usual supporters of the cause were called in to whoop up its historic importance. The paper was published in Nature and heavily promoted by the BBC. This, crowed journalists such as Newsweek’s Sharon Begley, would really be one in the eye for the “deniers” and “contrarians”. But then a good many experts began to examine just what new evidence had been used to justify this dramatic finding. It turned out that it was produced by a computer model based on combining the satellite evidence since 1979 with temperature readings from surface weather stations.
The problem with Antarctica, though, is that it has so few weather stations. So what the computer had been programmed to do, by a formula not yet revealed, was to estimate the data those missing weather stations would have come up with if they had existed. In other words, while confirming that the satellite data have indeed shown the Antarctic as cooling since 1979, the study relied ultimately on pure guesswork, to show that in the past 50 years the continent has warmed – by just one degree Fahrenheit. One of the first to express astonishment was Dr Kevin Trenberth, a senior scientist with the UN’s Intergovernmental Panel on Climate Change (IPCC) and a convinced believer in global warming, who wryly observed “it is hard to make data where none exists”. A disbelieving Ross Hayes, an atmospheric scientist who has often visited the Antarctic for Nasa, sent Professor Steig a caustic email ending: “with statistics you can make numbers go to any conclusion you want. It saddens me to see members of the scientific community do this for media coverage.” But it was also noticed that among the members of Steig’s team was Michael Mann, author of the “hockey stick”, the most celebrated of all attempts by the warmists to rewrite the scientific evidence to promote their cause. The greatest of all embarrassments for the believers in man-made global warming was the well-established fact that the world was significantly warmer in the Middle Ages than it is now. “We must get rid of the Mediaeval Warm Period,” as one contributor to the IPCC famously said in an unguarded moment. It was Dr Mann who duly obliged by getting his computer-model to produce a graph shaped like hockey stick, eliminating the mediaeval warming and showing recent temperatures curving up to an unprecedented high. This instantly became the warmists’ chief icon, made the centerpiece of the IPCC’s 2001 report. But Mann’s selective use of data and the flaws in his computer model were then so devastatingly torn apart that it has become the most comprehensively discredited artefact in the history of science.
The fact that Dr Mann is again behind the new study on Antarctica is, alas, all part of an ongoing pattern. But this will not prevent the paper being cited ad nauseam by everyone from the BBC to Al Gore, when he shortly addresses the US Senate and carries on advising President Obama behind the scenes on how to roll back that “spectre of a warming planet”. So, regardless of the science, and until the politicians finally wake up to how they have been duped, what threatens to become the most costly flight from reality in history will continue to roll remorselessly on its way. CNN Reported: Rather than being the last bastion to resist global warming, U.S. research has found that for the past 50 years much of the continent of Antarctica has been getting warmer. For years common belief among scientists studying climate change was that a large part of Antarctica, the East Antarctic Ice Sheet, has been getting colder while the rest of the world has warmed. However the new research from the University of Washington has found that warming in West Antarctica exceeded one-tenth of a degree Celsius per decade for the past 50 years, which more than offsets the cooling in East Antarctica.
“West Antarctica is a very different place than East Antarctica, and there is a physical barrier, the Transantarctic Mountains, that separates the two,” said Professor Eric Steig, lead author of the research paper. The study’s findings appeared in Thursday’s issue of the scientific journal Nature. At 6,000 feet (1,829 meters) above sea level the West Antarctic Ice Sheet is around 4,000 feet lower than East Antarctica and subject to warm, moist storms and more snowfall.

FORT HOOD, Texas – Massacre suspect Nidal Malik Hasan is permanently paralyzed, one of his defense attorneys said today.
Retired Col. John P. Galligan, a Belton lawyer specializing in military criminal defense, said medical staff told Hasan days ago that he will never walk again.
Oh just go ahead and CRY ME A RIVER!!! The man was caught RED-HANDED murdering our own, UNARMED, by presidential dictate, soldiers on their own base!
By definition and design, this is the WORST TERRORIST ATTACK since 9/11 on our home soil. Save us the bleeding heart rhetoric already and let’s get ready to see this murdering, traitorous bastard hung by the neck until dead!!!
The Army psychiatrist has some feeling in his hands and told his lawyer Thursday that he is in “significant pain” from injuries sustained Nov. 5, when two police officers shot him to end the rampage that claimed 13 lives on the Army base.
Galligan said he visited Hasan for about an hour Thursday night at the San Antonio military hospital where he is being treated. He is in intensive care and under guard.
Did the major express any remorse? “We didn’t get into that,” the lawyer said. Yeah, poor little Islamic Extremist. Not being dead in his cause, means NO 72 virgins for him. Bad Jihadist.
Hasan faces military charges of premeditated murder and could face the death penalty, Army officials announced Thursday. Hanging as a Traitor or death by firing squad. Either one works GREAT for me. Justice will then be served.
Galligan said he and Hasan’s Army-appointed defense lawyer also arranged for one of Hasan’s brothers to fly to Texas and join them at the hospital.
“I really wanted to have time for him to be with a close family member,” the lawyer said.
He said the brothers’ meeting was emotional, with Hasan looking stricken when his brother heard for the first time about his paralysis. Was he as stricken I wonder when he heard about the murdering and treason committed by his brother? Or did he not see it that way, you know, being Muslim and all???
“I could see it in his eyes,” Galligan said. “I also witnessed the effect it had on his family member.”
The lawyer would not identify the brother.
Hasan is in a neck brace, so his speech was “a little garbled,” Galligan said. When asked to sign a power-of-attorney document, Hasan did “with some difficulty.”
Ahhhhh……isn’t that too damned bad. He is in a neck brace, while the soldiers he TREASONOUSLY MURDERED are being buried and leaving their own families behind to mourn them because of this RADICAL EXTREMIST ISLAMIC TRAITOR!
Galligan said his client sometimes appeared confused about times and dates, possibly due to pain medications.
Hasan asked some questions and seemed to comprehend the gravity of his condition, he said.
By the end of the visit, he said, Hasan appeared “to be fading.” We could only wish, this horrendous act could fade from our own memories. Maybe the whole nation should take those pain med’s?
“His medical condition is still extremely serious,” the lawyer added.
Galligan expressed anger that journalists were allowed into Hasan’s apartment Wednesday. An apartment manager allowed a Dallas Morning News reporter and photographer, among others, to view the one-bedroom unit after military and FBI investigators released control of it.
Although Hasan gave away most of his furniture and clothes in the days before the attacks, the apartment still contained some belongings. Among them were plastic packaging for a handgun laser sight and a business card.
The card listed Hasan’s credentials as a psychiatrist and had the letters “SoA” under his name. That stands for “Servant of Allah” or “Soldier of Allah,” experts say. The latter interpretation is sometimes associated with Muslim extremist groups.
“I know some people are saying [it means] soldier of Allah,” he said. “Is that any more troubling than saying I’m a servant of Christ?” Give it up azz-wipe! Look up the definition of War on Terror. You just might LEARN something!
Galligan said he will soon file a series of legal motions, including a request for funds to hire a civilian private investigator. He and his military co-counsel have discussed making a request for a second military lawyer to join Hasan’s defense team.
He will also ask for reinstatement of his military security clearance, because of the likelihood that the government’s case against Hasan will include classified information. And you most likely will get it too under THIS Islam Loving administration!!!
“I’ve heard about computers seized and evaluated. I’ve heard about money being traced and wired. All of those things raise significant issues,” he said.
Galligan said he will ask that the trial be moved away from Fort Hood, both because of pretrial publicity and because of the emotional impact of the tragedy on the sprawling military base. Okay with me, as long as the traitor gets hung….don’t care from what tree or location!
Under military law, initial pretrial motions will be considered by Fort Hood’s commander, Lt. Gen. Robert Cone. Galligan said that raises concerns about fairness and impartiality because Gen. Cone is being briefed on details of the ongoing investigation against Hasan.
A former chief judge in Fort Hood’s military courts, Galligan was retained by some of Hasan’s relatives and met with him for the first time on Monday.
Galligan said the relatives contacted him after reading comments he made to The Associated Press about military legal proceedings that Hasan would face if he survived his gunshot wounds.

Understanding Islam
When trying to explain the Islamists’ global campaign of mass murder, both liberals and conservatives, despite their fierce mutual disagreements, make the same underlying mistake. People on the anti-war left believe that Al Qaeda attacked us because we’re imperialist, or because we’re racist, or because we don’t do enough for Third-World hunger (yes, there are people who actually believe the hunger argument; most of them are Episcopalians). By contrast, many people on the pro-war right, especially President Bush, believe that the Islamists hate us for our freedoms, opportunities, and overall success as a society. In other words, the left believes that the Islamists hate us for our sins, and the right believes that they hate us for our virtues. Both sides commit the same narcissistic fallacy of thinking that the Islamist holy war against the West revolves solely around ourselves, around the moral drama of our goodness or our wickedness, rather than having something to do with Islam itself.
The first stage or paradigm is Muhammed’s early life in Mecca, a non-Islamic society where no Islamic way of life is possible, and where Moslems are powerless and oppressed. The second paradigm is the hejira, the escape from Mecca to Medina, a new place that is more pure and where a true Islamic society and state can be founded. After this Islamic state is formed, the third paradigm kicks in. This is jihad, organized violence against non-Moslems for the purpose of building up the wealth and power of the Islamic community and bringing the world under a single Islamic state. Jihadists conceive and rationalize their own activities in terms of these paradigms. Thus when Osama bin Laden left Saudi Arabia for Sudan, and when he later left Sudan for Afghanistan, he saw those journeys as corresponding with the hejira, leaving a corrupt land, where he was powerless, for a more pure Islamic place from which jihad could be waged.
In addition to the three stages in the growth of the Islamic community culminating in jihad, there are three basic approaches to waging jihad, called collectively the Method of Muhammed, that various Islamist groups respectively adopt toward the ultimate goal of establishing the world-wide rule of Islam. The jihadis’ choice of method depends on whom they see as their immediate enemy in that larger struggle; each jihadist group, moveover, is defined by which of these methods it adopts. The first method is to fight the Near Enemy prior to fighting the Far Enemy. The Near Enemy is anyone inside Islamic lands, whether it is an occupier or someone who has taken away territory that used to be Islamic. The second method is to fight the Greater Unbelief—the major enemy, which today is the United States—before the Lesser Unbelief. And the third method is to fight the Apostates first, and then the other Unbelievers. Apostates are false Moslems, people who call themselves Moslems but aren’t, a group that includes secularist Moslems such as Saddam Hussein as well as Shi’ites, who are considered heretics.

Folks, this gets scarier by the day. The VERY SAME man that freed and dismissed 2 men dressed as “Black Panthers” who were blocking access and sporting nightsticks at the voting polls in Philly last year, could very well be granted authority over ALL AMERICANS over the right to own and bear arms!

SEC. 2. FINDINGS AND PURPOSES.
(a) Findings- Congress finds that–
- (1) the manufacture, distribution, and importation of firearms is inherently commercial in nature;(2) firearms regularly move in interstate commerce;
(3) to the extent that firearms trafficking is intrastate in nature, it arises out of and is substantially connected with a commercial transaction, which, when viewed in the aggregate, substantially affects interstate commerce;(4) because the intrastate and interstate trafficking of firearms are so commingled, full regulation of interstate commerce requires the incidental regulation of intrastate commerce;
(5) gun violence in the United States is associated with the majority of homicides, over half the suicides, and two-thirds of non-fatal violent injuries; and
(6) on the afternoon of May 10, 2007, Blair Holt, a junior at Julian High School in Chicago, was killed on a public bus riding home from school when he used his body to shield a girl who was in the line of fire after a young man boarded the bus and started shooting.
(b) Sense of the Congress- It is the sense of the Congress that–
(1) firearms trafficking is prevalent and widespread in and among the States, and it is usually impossible to distinguish between intrastate trafficking and interstate trafficking; and
(2) it is in the national interest and within the role of the Federal Government to ensure that the regulation of firearms is uniform among the States, that law enforcement can quickly and effectively trace firearms used in crime, and that firearms owners know how to use and safely store their firearms.
SEC. 3. DEFINITIONS.
(a) In General- In this Act:
- (1) FIREARM; LICENSED DEALER; LICENSED MANUFACTURER; STATE- The terms ‘firearm’, ‘licensed dealer’, ‘licensed manufacturer’, and ‘State’ have the meanings given those terms in section 921(a) of title 18, United States Code.
(2) QUALIFYING FIREARM- The term ‘qualifying firearm’ has the meaning given the term in section 921(a) of title 18, United States Code, as amended by subsection (b) of this section.
(b) Amendment to Title 18, United States Code- Section 921(a) of title 18, United States Code, is amended by adding at the end the following:
‘(36) The term ‘qualifying firearm’–
‘(A) means–
- ‘(i) any handgun; or‘
(ii) any semiautomatic firearm that can accept any detachable ammunition feeding device; and
‘(B) does not include any antique.’.
SEC. 101. LICENSING REQUIREMENT.
-
‘(A) under title I of Blair Holt’s Firearm Licensing and Record of Sale Act of 2009, which license has not been invalidated or revoked under that title; or
‘(B) pursuant to a State firearm licensing and record of sale system certified under section 602 of Blair Holt’s Firearm Licensing and Record of Sale Act of 2009, which license has not been invalidated or revoked under State law.
- ‘(A) with respect to a qualifying firearm that is acquired by the person before the date of the enactment of Blair Holt’s Firearm Licensing and Record of Sale Act of 2009, 2 years after such date of enactment; and
‘(B) with respect to a qualifying firearm that is acquired by the person on or after the date of the enactment of Blair Holt’s Firearm Licensing and Record of Sale Act of 2009, 1 year after such date of enactment.’
Section 922 of title 18, United States Code, is amended by adding at the end the following:
‘(aa) Firearm Licensing Requirement-
‘(1) IN GENERAL- It shall be unlawful for any person other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to possess a qualifying firearm on or after the applicable date, unless that person has been issued a firearm license–
‘(2) APPLICABLE DATE- In this subsection, the term ‘applicable date’ means-
SEC. 102. APPLICATION REQUIREMENTS.

- (A) the safe storage of firearms, particularly in the vicinity of persons who have not attained 18 years of age;
(B) the safe handling of firearms;
(C) the use of firearms in the home and the risks associated with such use
(D) the legal responsibilities of firearms owners, including Federal, State, and local laws relating to requirements for the possession and storage of firearms, and relating to reporting requirements with respect to firearms; and
(1) a current, passport-sized photograph of the applicant that provides a clear, accurate likeness of the applicant;
(2) the name, address, and date and place of birth of the applicant;
(3) any other name that the applicant has ever used or by which the applicant has ever been known;
(4) a clear thumb print of the applicant, which shall be made when, and in the presence of the entity to whom, the application is submitted;(5) with respect to each category of person prohibited by Federal law, or by the law of the State of residence of the applicant, from obtaining a firearm, a statement that the individual is not a person prohibited from obtaining a firearm;(6) a certification by the applicant that the applicant will keep any firearm owned by the applicant safely stored and out of the possession of persons who have not attained 18 years of age;
(7) a certificate attesting to the completion at the time of application of a written firearms examination, which shall test the knowledge and ability of the applicant regarding–(8) an authorization by the applicant to release to the Attorney General or an authorized representative of the Attorney General any mental health records pertaining to the applicant;(9) the date on which the application was submitted; and
(10) the signature of the applicant.
(1) provide for submission of the application through a licensed dealer or an office or agency of the Federal Government designated by the Attorney General;
(2) require the applicant to provide a valid identification document (as defined in section 1028(d)(2) of title 18, United States Code) of the applicant, containing a photograph of the applicant, to the licensed dealer or to the office or agency of the Federal Government, as applicable, at the time of submission of the application to that dealer, office, or agency; and
(3) require that a completed application be forwarded to the Attorney General not later than 48 hours after the application is submitted to the licensed dealer or office or agency of the Federal Government, as applicable.
- (1) IN GENERAL- The Attorney General shall charge and collect from each applicant for a license under this title a fee in an amount determined in accordance with paragraph (2).
(2) FEE AMOUNT- The amount of the fee collected under this subsection shall be not less than the amount determined by the Attorney General to be necessary to ensure that the total amount of all fees collected under this subsection during a fiscal year is sufficient to cover the costs of carrying out this title during that fiscal year, except that such amount shall not exceed $25.

(a) In General- In order to be issued a firearm license under this title, an individual shall submit to the Attorney General (in accordance with the regulations promulgated under subsection (b)) an application, which shall include–

SEC. 103. ISSUANCE OF LICENSE.
(a) In General- The Attorney General shall issue a firearm license to an applicant who has submitted an application that meets the requirements of section 102 of this Act, if the Attorney General ascertains that the individual is not prohibited by subsection (g) or (n) of section 922 of title 18, United States Code, from receiving a firearm.
(b) Effect of Issuance to Prohibited Person- A firearm license issued under this section shall be null and void if issued to a person who is prohibited by subsection (g) or (n) of section 922 of title 18, United States Code, from receiving a firearm.
(c) Form of License- A firearm license issued under this section shall be in the form of a tamper-resistant card, and shall include–
(1) the photograph of the licensed individual submitted with the application;
(2) the address of the licensed individual;
(3) the date of birth of the licensed individual;
(4) a license number, unique to each licensed individual;(5) the expiration date of the license, which shall be the date that is 5 years after the initial anniversary of the date of birth of the licensed individual following the date on which the license is issued (or in the case of a license renewal, following the date on which the license is renewed under section 104);
(6) the signature of the licensed individual provided on the application, or a facsimile of the application; and
(7) centered at the top of the license, capitalized, and in boldface type, the following:
‘FIREARM LICENSE–NOT VALID FOR ANY OTHER PURPOSE’.
SEC. 303. FAILURE TO REPORT LOSS OR THEFT OF FIREARM.
Section 922 of title 18, United States Code, as amended by sections 101, 201, 301, and 302 of this Act, is amended by adding at the end the following:
‘(ee) Failure To Report Loss or Theft of Firearm- It shall be unlawful for any person who owns a qualifying firearm to fail to report the loss or theft of the firearm to the Attorney General within 72 hours after the loss or theft is discovered.’
SEC. 304. FAILURE TO PROVIDE NOTICE OF CHANGE OF ADDRESS.
Section 922 of title 18, United States Code, as amended by sections 101, 201, 301, 302, and 303 of this Act, is amended by adding at the end the following:
‘(ff) Failure To Provide Notice of Change of Address- It shall be unlawful for any individual to whom a firearm license has been issued under title I of Blair Holt’s Firearm Licensing and Record of Sale Act of 2009 to fail to report to the Attorney General a change in the address of that individual within 60 days of that change of address.’.
SEC. 401. CRIMINAL PENALTIES.
(a) Failure To Possess Firearm License; Failure To Comply With Qualifying Firearm Sale or Transfer Requirements; Failure To Maintain or Permit Inspection of Records- Section 924(a) of title 18, United States Code, is amended by adding at the end the following:
‘(8) Whoever knowingly violates subsection (aa), (bb), or (dd) of section 922 shall be fined under this title, imprisoned not more than 2 years, or both.’
(b) Failure To Comply With Universal Background Checks; Failure To Timely Report Loss or Theft of a Qualifying Firearm; Failure To Provide Notice of Change of Address- Section 924(a)(5) of such title is amended by striking ‘(s) or (t)’ and inserting ‘(t), (cc), (ee), or (ff)’
(c) Child Access Prevention- Section 924(a) of such title, as amended by subsection (a) of this section, is amended by adding at the end the following:
‘(9) Whoever violates section 105(a)(2) of Blair Holt’s Handgun Licensing and Record of Sale Act of 2009, knowingly or having reason to believe that the person is prohibited by subsection (g) or (n) of section 922 of title 18, United States Code, from receiving a firearm, shall be fined under this title, imprisoned not more than 10 years, or both.
‘(10) Whoever violates section 922(gg) shall be fined under this title, imprisoned not more than 5 years, or both.’

Lawmakers Detail Obama’s Pitch
By Jackie CalmesIn an odd coincidence, the House debate on Saturday to overhaul health care took place on the third anniversary of the 2006 election that gave Democrats majority control after 12 years of Republican dominance. It fell to President Obama and to Congressional leaders to persuade those Democrats still sweating the final vote that it would not prove the party’s undoing in next November’s midterm elections.
Both Mr. Obama and the House leaders showcased Democrats’ newest colleague, Representative Bill Owens, who last Tuesday won a special election in an upstate New York district that Republicans had held since 1872. In the campaign, Mr. Owens gave unabashed support to the pending House health care bill, despite the opposition of national conservative groups, including the new Tea Party Patriots, who backed Mr. Owens’s conservative rival.
Mr. Obama, during his private pep talk to Democrats, recognized Mr. Owens’s election and then posed a question to the other lawmakers. According to Representative Earl Blumenauer of Oregon, who supports the health care bill, the president asked, “Does anybody think that the teabag, anti-government people are going to support them if they bring down health care? All it will do is confuse and dispirit” Democratic voters “and it will encourage the extremists.”
Another freshman Democrat from New Mexico, Representative Martin Heinrich, said the president’s comments overall were reassuring. “If you want to see a recipe for failure,” Mr. Heinrich said, “don’t do the things you talked about in your campaigns and turn your back on your base. All the independent voters in the world don’t matter if the Democrats don’t turn out.”
“This is an opportunity to do something as big as Social Security,” he added. “And me, personally, I don’t want to be on the wrong side of history.”
