Does a Glitch Prove HAARP Weather Manipulation is for a fact being done?

I must say I have never seen squares cut-out from a cloud formation nor some of the strange circle “Clouds”  which have popped up on this guy’s video.

Since I have friends who live in the AR area of that one square, I will be keeping a watch to see just what and IF anything pops up in that area to compare.
